Vous avez probablement remarqué, pendant nos conférences, que la réaction de tous vos invités spécialistes, devant la récente expansion de Florence, était que les planistes florentins devaient absolument contenir le flot indiscipliné du développement à l’ouest de Florence, le long de la vallée, à l’arrière, en direction de Sesto. Mon sentiment personnel est que si Florence veut être vraiment sauvée, le territoire immédiatement à l’ouest du chemin de fer doit être en permanence préservé d’un développement ultérieur de la construction. Le devoir le plus urgent de la commune menacée serait donc d’acheter une vaste étendue de ce terrain ouest où elle établirait un nouveau parc qui mettrait le point final à la Florence d’après la guerre.

Si le territoire à l’ouest du chemin de fer doit être absolument préservé contre un développement ultérieur de la construction, il s’ensuit que le nouveau centre ne peut pas être situé comme le montre le PRG. A mon avis, l’emplacement est, de toute manière, mauvais en ce sens que sa situation ne lui permet pas un impact suffisamment incisif dans la structure physique de Florence et il n’est pas sur l’Arno.

Il y a trois choses qui émergent fortement pour donner une individualité particulière à la structure urbaine de Florence: a) son espace vert tout proche du centre; b) le fait que le Ponte Vecchio est le seul monument qui arrête l’œil, tout le long de la rivière, qu’il marque l’emplacement central ; c) il y a là une intervisibilité remarquable.

Par exemple, on peut voir le Duomo depuis la gare tandis que la tour du Palazzo Vecchio est visible de nombreuses rues dans son arrière-fond, autout de Santa Croce.

Wenn sich Florenz wirklich retten will, so muss, meiner Meinung nach, das Gebiet unmittelbar westlich der Bahnlinie ständig von späterer Bauausdehnung verschont bleiben. Das dringendste Anliegen der bedrohten Gemeinde bestünde also darin, eine ausgedehnte Fläche dieses westlichen Gebietes zu erwerben und dort einen neuen Park anzulegen, der den Schlusspunkt unter das Nachkriegsflorenz setzen würde.

Wenn das Gebiet westlich der Bahnlinie unbedingt vor späterer Bauentwicklung geschützt werden muss, dann darf sich das neue Zentrum nicht auf dem vom P.R.G. aufgezeigten Platz befinden.

Meiner Meinung nach ist der gewählte Standort auf jeden Fall schlecht in der Hinsicht, dass seine Lage ihm nicht eine genügend einschneidende Wirkung in der physischen Struktur von Florenz erlaubt, und er liegt vor allem nicht am Arno.

Drei Dinge stechen besonders hervor, die der urbanen Struktur von Florenz ihr besonderes Gepräge verleihen : a) ihre nahe dem Zentrum gelegene Grünzone; b) die Tatsache, dass der Ponte Vecchio als einziges Bauwerk längs des Flusses das Auge verweilen lässt, dass er das Zentrum markiert und dass c) von dort ein bemerkenswerter Durchblick besteht. Man kann zum Beispiel den Duomo vom Bahnhof ab sehen, während der Turm des Palazzo Vecchio sich von zahlreichen Strassen aus vom Hintergrund um Santa Croce abhebt.

2. Some proposals for immediate action

You probably noticed during our meetings that the reaction to the recent growth of Florence of all your invited specialists was that the first task of the Florentine planners should be to halt the undisciplined flow of development westward from Florence along the valley bottom towards Sesto. My own feeling is that if Florence is to be saved at all, that the land immediately west of the railway must be permanently sterilized against further building development, and to show that the Commune is in earnest they should buy a large section of it to be established at once as a new park and a termination of the post-war Florence.

If this land west of the railway is to be sterilized against further building development it follows that the new centre cannot be sited where it is shown on the P.R.G. And I think that this is the wrong place anyway in that in this location it cannot make a sufficiently incisive impact on the physical structure of Florence and it is not on the Arno.

There are three things which stand out strongly as giving a special individuality to the urban structure of Florence: a) that there is open green space close to the centre; b) that the Ponte Vecchio is the only ‘eye block’ along the length of the river, and c) that there is a striking inter-visibility.

For example, one can see the Duomo from the railway station and the tower of the Palazzo Vecchio can be seen from many streets in its hinterland around Santa Croce.

In looking for a meaningful alternative site for a new centre, one site offers itself which, were a bridge of similar power to the Ponte Vecchio established there, could be organized to have strong inter-visibility with the old centre. It would be within walking distance (or at least for young people) of the old centre, and would lie against open agricultural land on one side and against the river and the existing park on the other. This site is shown on our drawing called Arno Centre Proposal. In it you will see that we have shown a joining up of the open hillside on the Fiesole side down to the existing park on the Arno through the new park we suggest you establish west of the railway.

Pour le programme de l’Arno Centre, j’ai admis comme base raisonnable la liste des fonctions données dans le livre Firenze, Uno e Due, à la page 83. Le raisonnement tenu quant à l’emplacement des bâtiments universitaires est que nous pensons qu’il pourrait effectivement toucher à la zone de développement existante où les étudiants trouveraient à se loger. Ainsi éviterait-on la création d’un ghetto culturel et injecterait-on quelque intérêt et quelque argent dans l’aire habitée existante.

L’avantage stratégique de cet emplacement est qu’il se trouve sur l’Arno, que nous avons donc le sentiment qu’il serait plus facilement acceptable comme centre de la région tout entière; par la suite, il imposerait au gouvernement la nécessité du schéma de contrôle de l’Arno avec assurance d’une alimentation en eau régulière même dans les mois d’été, et la restauration de la vie pour le fleuve et pour les régions ripuaires. L’avantage tactique est que l’emplacement est accessible depuis Y Autostrada de! Sole qui deviendrait ainsi part intégrante du système

Auf unserer Zeichnung ist die Stelle unter dem Namen Arno Centre Proposal vermerkt. Sie sehen darauf, dass wir anhand des neuen Parks, dessen Schaffung wir westlich der Bahnlinie Vorschlägen, eine Verbindung aufzeigen von der offenen Hügelseite bei Fiesole bis zum schon vorhandenen Park am Arno.

Hinsichtlich des Programms vom Arno Centre nehme ich als Grundlage die Liste der im Buche Firenze, uno e due, Seite 83, angegebenen Funktionen. Die Beweisführung bezüglich des Standortes für die Universitätsbauten besteht darin, das er tatsächlich an die schon bestehende Entwicklungszone anschliessen könnte, wo die Studenten auch Unterkunftsmöglichkeiten fänden. So würde man ein Kulturgetto vermeiden und dem schon bestehenden Wohngebiet neues Interesse und einige finanzielle Mittel einflössen. Der strategische Vorteil dieses Standortes liegt darin, dass er sich an den Ufern des Arno befindet und wir so das Gefühl haben, er würde als Zentrum von der ganzen Region leichter akzeptiert werden. In der Folge würde er der Regierung die Notwendigkeit einer Kon-

La section de route motorisée urbaine (carrefour de l’Arno) que nous montrons au premier plan a les dimensions et la longueur adaptées à un capital dont le gouvernement central pourrait disposer sans délai. Son efficacité serait de même et évidemment immédiate. (Tandis qu’il nous semblerait que les nombreux millions exigés pour la voie motorisée urbaine est-ouest ne seraient vraisemblablement pas disponibles avant des années.) De discrets résultats proviendraient aussi d’un accès plus aisé aux (et des) petites communes du sud où pourrait se situer en grande partie l’extension de la construction, pour l’enrichissement général de ces communes sud (Scandicci, Signa, Lastra a Signa).

Puisque nous n’avons pas eu l’occasion d’examiner sur les lieux l’emplacement de notre centre sur l’Arno, nous ne sommes naturellement pas apte à en considérer dans ses détails les propriétés, les conditions et les contours mais comme sur votre PRG l’aire est montrée comme propre à un développement extensif, nous avons supposé que sa construction par une corporation Arno Centre serait possible.

trolle des Arno aufzwingen mit der Zusicherung einer regelmässigen Wasserzufuhr selbst während der Sommermonate sowie der Wiederherstellung eines lebendigen Flusses und seiner benachbarten Talgebiete. Der taktische Vorteil liegt darin, dass der Standort direkt von der Autostrada del Sole zugänglich ist, die so zu einem integrierten Teil des Florentiner Verkehrsnetzes würde. Der von uns im Vordergrund gezeigte Abschnitt der städtischen Schnellstrasse (Kreuzung am Arno) entspricht in ihren Ausmassen und ihrer Länge den Geldmitteln, über die die Zentralregierung sofort verfügen kann.

Die Wirkung würde sich unmittelbar zeigen, während wir den Eindruck haben, dass die zahlreichen Millionen für die Schaffung einer Ost-West-Achse wahrscheinlich erst nach Jahren zur Verfügung stehen werden. Von weiterem Vorteil wäre auch der bessere Zugang zu den kleinen Gemeinden im Süden, wo sich der grösste Teil der Bauentwicklung abspielen könnte zur allgemeinen Bereicherung dieser südlichen Ortschaften, wie Scandici, Signa und Lastra a Signa.

Da wir keine Gelegenheit hatten, an Ort und Stelle den Standort unseres Zentrums am Arno zu besichtigen, sind wir natürlich nicht im Bilde über alle Details betreffend Eigenschaften, Bedingungen und Umfang. Aber da auf Ihrem P.R.G.

das Gebiet für extensive Bauentwicklung als geeignet bezeichnet wird, haben wir angenommen, dass seine Erstellung mittels einer Körperschaft Arno Centre dort durchführbar wäre.

For the programme of the Arno Centre 1 have accepted as a reasonable basis the list of functions given in the book Firenze, Uno e Due, page 83, the reasoning behind the location of the university buildings is that we think they could effectively join up with the existing development in which students could find lodgings and so on, thus not creating a cultural ghetto and injecting some interest and money into the existing housing area.

The strategic advantage of this location is that it is on the Arno and we feel would therefore be more likely to be acceptable as the centre of the whole region, and would further emphasize to Central Government the need for the Arno Flow Control Scheme to ensure an even flow of water in the summer months, and so restore life to the river and to the riparian lands. The tactical advantage is that it can be reached from the Autostrada del Sole which becomes by this move part of Florence’s own motorway system.

The one section of Urban Motorway (the Arno Crossing) which we show in first stage is of the size and length for which capital might be forthcoming from Central Government as it has an immediate obvious effect. (Whereas it would seem to us that the many millions required for the main east-west Urban Motorway are unlikely to be available for many years.) It also has secret results in producing easier access to and from the small communities for the south where much of the new housing growth can be located to the general enrichment of those south-side communes (Scandicci, Signa, Lastra a Signa).

Naturally as we have not had the chance to check our Arno Centre site on the ground we are unaware of the property considerations and of the detail of site conditions and contouring, but as the area is shown on your P.R.G. as one for extensive development we have assumed that the buying of it by an Arno Centre Corporation would be feasible.
